The problem is that here welfare is too easy to abuse which leads to high petty crime rate (no job to get free spending money and way too much time to break the law); cctv's are a way to treat the symptoms, not cure the disease (chavs).

Don't get me wrong, welfare is necessary as you will always have situations where you are down on your luck for reasonsout of your control and need help to rebound but it shouldn't be so permissive that you can have people abusing the system left and right. Still, it is easier to criticize than to give answers.
