I believe part of the blame could be thrown at the devs, who aren't willing to put many of their top games on home consoles again. This is mainly because portable game development costs are far lower than home consoles costs, so why even bother making a home console game, if the portable could sell the same or even better considering the userbases.
IMO Wii is suffering from everything here. 1st most devs got caught off guard with the Wii's success, as they were already developing their big guns for the PS3 mainly. Seeing that PS3 didnt turn up what they expected to be, they had to jump on the multiplatform wagon and start porting games to the 360. IMO until most of the HD projects are finished, devs won't start developing for the Wii, save for a few that have already started or another few that hate the Wii. Also the Wii launched when portable gaming was on its better moment in history, with DS selling faster than any console before and all devs already shifting resources towards it.
So here's the thing: Wii games have been of very poor quality or simply new IP's, niche games, second tier developed games or simply spin-offs or shovelware. On the other hand, most HD games have been either sequels to top selling franchises, brand new high budget titles or Western games.
The sales reflect this. First, Wii games are selling pretty badly, since they aren't what most gamers want and considering that there are a lot of casuals, making brand new core games for the Wii like NMH, Z&W, Elebits, might not be a good idea. Secondly, the best selling HD games are all sequels to previous big hits or big new JRPG's. The rest of the Western and smaller franchises for the HDs bomb always.
My conclusion: Until devs start putting their big guns on the Wii or simply putting more normal games on the Wii and keep on putting the best on the HD's, home console sales will keep on being horrendous. And mainly because of the userbase sizes. It's illogical to release a game with a huge selling potential on a userbase of 3 million, vs a userbase of 7 million.
If devs keep on beng stubborn about this, then big losses and maybe no next gen home consoles will happen as a result.
It will be very tough, the main reason is called portable gaming.
