Ever the optimist it seems. The reality is and other posters have made this point. Bungie is a second party developer now rather then a first party developer which they were, and far from obtaining a third party status. Which is what must happen for Bungie to develop a game for the Sony. Microsoft still very much has veto power. The change in relationship was about giving Bungie greater creative freedom.
I can understand why Bungie was disheartened by their announcement being scrubbed. However they were trying to play out of an old playbook. That said E3 is where the big announcements are all made. They should have cleared through Microsoft before committing to an announcement. Were they to have done so they would have known about the kiloton announcement Microsoft had planned, and even they would have probably conceded it did them little good to go up against that for the spotlight.
Whether they realize it or not the delay was probably a positive thing. That allowed them to have the spotlight later in the year. Rather then being overshadowed by Final Fantasy.
