No, because VGC measures sold to consumer, not sold to retail. If retail stores had a stockpile already, they would not to order more until they sold their supply.

Well that is what I mean, any time the ship number is lower than the sellthrough number it warrants another look. Its like saying I will sell you 10 of these 4 cookies I have. Only in this case it is actually possible..it just warrants a second look is all.
