I'm guessing for homebrew and other non gaming functions. The PSP has always had this problem and not just in Japan.

Still, the 360 was selling at an higher attach ratio than the Wii and PS3. That shouldn't change so quickly.

~$200 is the price of a PSP, so I guess it can fall into the category. However, the PSP has the advantage of being portable where as the multimedia functions of the 360 can be attained other places for cheaper.

My mistake I misread your post. I thought you were wondering why PSP software sales seem to lag behind its hardware sales. As for you question on what the new 360 owners are buying, I can answer that. Second hand, aka used, games. A few Japanese posters have mentioned that the retailers in Japan were showing a spike in second hand 360 software sales.
