Nope, pre-op. Ono clarified it in his Street Figher IV interview. In the official Japanese story Poison is pre-op and just tucks it away. For the US she/he is post op. Don't worry Roxy is all woman though. Strangely Poison is the more popular of the two even though they look the same and Roxy has the correct parts. Hmmm...go figure.
