You could probably find out if you found a WHO report on worldwide education... but one would argue there are social biases towards western countries in the way things are judged.
As for states, I have to nominate Louisiana. After working on phone orders during college, I have an intense dislike for those swamp monkeys. Argh... I get irritated just thinking about it.
