Maybe. He has fought Fortune and Crying Wolf, both equipped with a Rail Guin, after all. He lost the first one (but didn't die though) but won the latter one. Anyway, I guess it depends on the difficulty setting. Oh, and Master Chief even have a Rail Gun (I haven't played the game very much).

That chaff grenade idea was pretty neat. That would definitely do it.
