My translation of the article (please note that original article is from February):

Is it true that Namco decided to release TOV on Xbox 360?
--Yes, we decided to release TOV on Xbox 360 outside Japan.

Is TOV only on Xbox 360?
--Only thing we have decided is that we are going to release it on 360.
As for the other consoles, we are still seeking the possibility of it.

Is TOV going to be released on 360 in Japan too?
--We haven't decided anything about the Japanese release of TOV at the moment.
I think we can announce about it pretty soon.

microsoft is purchasing namco, but they still have to complete those games due to previous agreements.
