I would say the regular edition should suffice, you can find it used at Gamestop for 25 bucks or new for 30, I bought mine on that Amazon deal for 20 bucks, you could possibly get yours from buy.com and use the google checkout to get it for 20 brand new. I never played the expansion but if the regular game is not enough for you, you can always buy the expansion later on on PSN or on BD.

definatly buy oblivion goty edition, its a staggeringly good game and im trying to track it down myself used at the mo. if you have id get a hdmi other than that componant will be fine.
