1. It wouldn't make sense to make him unlockable now after being part of the starting lineup for Melee. Unlockable characters are intended to be a surprise, and his surprise was undone after the first game (in which he was unlockable). It would make much more sense to make someone like Flint (Mother 3) unlockable, since that would be a surprise.
2. Mother 3 hasn't even been released in the US, so Ness is the only "Mother" main character we're really familiar with over here, and you'd expect the more familiar characters to be the ones in the starting lineup.
3. Keep in mind that it had been a long time since Mother 2 came out even when the original Super Smash Brothers was released, and that the game was a bit of a sleeper-hit. So how did he even get into the game with all these big Nintendo stars? (I wondered that, through gasps of excitement when I unlocked him.) Answer: SSB developer HAL Laboratory Inc. (aka Halken) developed Mother 2; this is pretty much the only reason we even saw Ness in the SSB series at all. He's a mainstay now, and the developer clearly has a personal attachment to him, so it only makes sense for him to be a starting character.
Now announce him for Brawl already!!!! Waaah!

Prediction: Wii passes 360 in US between July - September 2008. (Wii supply will be the issue to watch, and barring any freak incidents between now and then as well.) - 6/5/08; Wow, came true even earlier. Wii is a monster.
