Not yet, but I don't see them dropping it after Fallout 4, Skyrim Special Edition, and Skyrim Legendary edition all had it. One of Bethesda's core tenets while designing Creation Engine 2 for Starfield was to keep the high degree of modability that Creation Engine 1 had. I'm sure that the Bethesda plans to bring back both the free User Mod store and Creation Club for official paid mods.
