Each government/country will have the own threshold of response depending on the outbreak.

In fact the flu vaccination is modified when a new strain of flu happens.

Edit: As far as I can see the President was asking if the current Flu vaccinations could have a impact on the Coronavirus. Of course he aint a doctor and I'm pretty sure there are people in the world seeking a distinction and clarification of such.

I understand your concern with regards to the outbreak and incubation times. However in the UK we do have a system in place as explained in the source I provided which was from the UK government.  As for a gobal movement on this problem, the best that can be done is put the situation into the public conscience. You can't exactly force people to stay at home and not operate, doing that would do even more damage to the country. 

As far as I was last aware the AUS government was working on a vaccine.

Testing a promising vaccine candidate will begin in April, but it will still at least be a year before any type of mass production can begin if it turns out to be successful.

We're concerned that in some countries the level of political commitment & the actions that demonstrate that commitment don't match the level of the threat we all face. This is NOT a drill NOT the time to give up NOT a time for excuses This is a time for pulling out all the stops.

For example countries can check the temperature of every passenger at boarding and arrival. They can scan everything else... However then what... There are no further tests in place that can be performed at scale. So we'll just keep going like Lemmings over a cliff!

And yep the problem is, the mindset is still, taking big steps will do even more damage to the country.

1 in Ontario: a person who traveled to Las Vegas for an international conference [source]
8 in British Columbia
: 1 has no travel history, 2 had recently returned from Iran, 4 are linked to a previously confirmed case, 1 is connected to University Canada West where a presumptive case is being investigated [source]
1 in Alberta: a woman in her 50s from the Calgary area who had been on board of the Grand Princess cruise ship, which is currently quarantined off the coast of California awaiting tests for all passengers and crew [source]

I guess Canada will soon also change the risk from low, to low to moderate.

Sadly, we can confirm that an older patient with underlying health conditions has died. The patient has previously been in and out of hospital for non-coronavirus reasons, but on this occasion was admitted and last night tested positive for coronavirus.

The family has been informed and our thoughts are with them at this difficult time.

We will not be commenting further and ask that everybody respects the family’s privacy.

Public Health England is contacting anyone who may have come into contact with the affected patient to offer advice.

All services and appointments at the hospital are running normally. The Trust is following established guidelines to minimise the risk of the virus spreading.

So yeah in short the WHO Director General is calling for leaders to take it more seriously.

To be fair, if you have the option of taking this year's flu vaccine, I'd suggest you take it. Not only you'll make it easier for health professionals to correctly diagnose if you show up in a hospital or clinic with respiratory symptoms, but it'll also diminish your chances of coinfection. From what I've seen, this is going to be the plan for a lot of southern hemisphere countries as fall and winter approach.
