I don't think it's a weak reponse from authorities - heck in the UK 2cm of snow and everyone runs to Tesco for milk and bread like the world is going to end!

On main point - the same site/source that you quoted has the common flu deaths currently in the same period at 87026 deaths with 520 deaths as of today (at time of writing). Yes you could argue that the common Flu has a current high infection rate to low death rate and is 'common'. It is really about Scale/Response/Resources to commit.

Each government/country will have the own threshold of response depending on the outbreak.

[Edit]

Here in the UK for example we have this: https://www.gov.uk/guidance/high-consequence-infectious-diseases-hcid

And that's the whole problem right there. This needs global coordination to slow it down and get it under control.

The WHO doesn't call upon governments to get their act together and coordinate the entire government to tackle the Flu. The long incubation period is making it more dangerous.

I understand your concern with regards to the outbreak and incubation times. However in the UK we do have a system in place as explained in the source I provided which was from the UK government.  As for a gobal movement on this problem, the best that can be done is put the situation into the public conscience. You can't exactly force people to stay at home and not operate, doing that would do even more damage to the country.

As far as I was last aware the AUS government was working on a vaccine.

Just a quick google search https://www.news.com.au/national/politics/scott-morrison-announces-2-million-for-coronavirus-vaccine/news-story/fe947f696fb5e400b8083055cc6bead9
