This was in development before Microsoft acquired them FWIW, Microsoft really needs to get some sort of VR support so they can actually have these titles too.

What is this for PC only?

Xbox: Best hardware, Game Pass best value, best BC, more 1st party genres and multiplayer titles.

Playing on Xbox and tried it on PC (GamePass). Game is a lot of fun.

I'm a bit disapointed that both this game and the Outer Worlds are not Play Anywhere :(

I do not know if this is Obsidian or something related to the fact that it is also releasing on Steam but I really like to be able to play on one device and then resume on another... (PC -> Xbox and vice-and-versa).

I hope Microsoft is not giving up on Xbox Play Anywhere

Putting the game on Gamepass PC, but refusing to port it to Xbox. NIS hasn't given Xbox a single game all generation. One of only a four JP publishers that hasn't released a single game on Xbox I think.

I don't remember exactly but wasn't there some bad history between NIS and Xbox in the past. They also recently said that MS is not very supportive of Japanese developers so probably it has something to do with this as well.
