Easier to port it to Windows Store.

Not to say it won't ever come to Xbox but it's already on Steam/GoG so Windows Store is likely a lot easier than an Xbox port.

Although it probably wouldn't be worth the effort to get it to Xbox.

If it is the best version I am sure plenty ES fans would dip/try the game like many who havnt' played morrowind fell in love with the game after playing Oblivion/Skyrim.

Mass Effect style would probably be the best fit for Halo. 

That's my preferred RPG style as well. They could do some cool stuff with armor abilities and have hand-to-hand stuff with the sword and hammer. Likely won't happen or not in a very long time.
