Don't think PC versions are generally more expensive either out or during sales.
But you can always wait for sales, play from backlog or buy older games that you missed. If all fails do other hobby while you wait for your money to available.

If only there were other stores for PC games and/or Steam keys with their own sales and often much better prices when some game currently ain't on sale on Steam:

Of course. When you scroll down in a title, you can see in which active bundles the game is and in which expired bundles it was:

Used games market is blatantly obvious, even to the average consumer. Knowing about 12 different online stores that sell Steam keys, whether they are legit sites, selling valid copies, with full publisher blessing, is not obvious.
