I would think the ones with the net fast enough to make use of this would already have some hardware at the end of that connection capable of gaming.

Are you saying that's the customer they're aiming for? 

It might be different in the rest of the world but the slower connections like the 2MBps lines would have drastic data caps which limit users to 480p streaming at best if using things like YouTube for any length of time. 

Can't imagine that being a really xbox1x rival in terms of fidelity with incurring huge fees for bandwidth.

He in Brazil, most home internet providers have no data caps no matter which speed you choose, no caps. Only mobile internet services have this..
