While impressive, it's probably not necessarily a good thing.
I wonder how much of that traffic is due to inefficient updating.
Does their content delivery system support delta updating, and how well compressed are the files?

Procedural textures are used in games, it would perhaps be more efficient download wise, to generate these on the client side, rather than in the development studio.
A problem with using the console's hardware to generate procedural, is well, the console hardware itself.
They really aren't that powerful, and it'd take a fair amount of time, and power to do it.

Do we have any more up to date stats? Because back in August 2017 valve reported the MAU's for steam was 67m not 166m.

March 31st 2018 Sony announced PSN MAU's was 80m. So unless Steam grew by 20% over those 7 months for some unknown reason, PSN has more active users.

I do believe Data downloaded through Steam is higher than PSN though and just not shown in this chart.

Valve reported that there was 125 million active users years ago. Platform has only grown since then.

yeah as said by Barkley, thats not Monthly active users... So as it stands PSN has  more monthly active users than steam. We could be missing numbers but there are no official ones saying otherwise.

However... Going by the statistics, concurrent daily players has increased by 32% (Rounded down) since the last time the 67~ million figure was thrown out, so we could be looking at closer to 90~ million monthly active users now.

That still ignores the extra users on Origin, uPlay, Battle.net, Gog.com, Windows Store and so on.

But that traffic wouldn't be routed through the same place. Which is exactly the point I was making. All PS4 games and patches can only be downloaded from one place, PC gamers have dozens of options.
