That specifically references low quality submissions. Thus if the title and description are apt - they aren't low quality.
So flooding the queue sounds fine, as long as they are not "trash" or "low quality".
Not exactly, lets say you submit 10 summaries for 10 different games, each 1 sentence each. Thats a low quality submission regardless if its content correct. A low quality title would be something that whilst not exactly spelt wrong be missing for example, correct capitalization. Another example of flooding the queue with low quality submissions is images, you could submit a 20 images for a game and whilst they would be the correct images for that game, you might have submitted 20 images at 240p whilst theres far higher quality images out there for said game.
We dont look down on users who submit hundreds of submissions a day if they are good submissions.
