They really can't claim things like that without actually showing sales and not players playing it on a free trial.

so it sold more than PUGB on xbox? you said it yourself, the wording isnt clear, and guess what, this is greenberg and thats intentional, its a spin and after years and years of MS spinning like this its sad that people still cant catch it. they "consider" isnt the same as technically the announcement is about first party IP. this is like how Sony treated Destiny as a first party IP.

look at the wording there in the Quantum Break post, it says "MS published IP". here they are using First Party IP for a reason. 

Agreed. I'll wait for official numbers before saying congrats. Though, this seems to be another No Man's Sky. We'll have to wait and see if MS is going to sink as much time and money into it as Hello Games did to flesh it out.

That's not a breakdown of their sales numbers. What do they count as a sale? I don't trust their word on stuff like this because ms has a habit of spinning things.
