It's up til november.
I mean, people can't actually believe that Splatoon sold 100k in november alone in Germany, while Fifa 18 didn't. It's just that Fifa 18 passed 1 million in october, so it didn't get an award that month. SMO meanwhile passed 100k in october, but didn't reach 200k until november.

My german is a bit rusty, so Im not 100% sure on this, but at least where Mario is concerned, the title did between 200k and 500k on October alone.I may be mistaken, but the article is not very clear on the period its data covers, and if(again, only Mario related) it covered only the launch week, or sales up until now.

While I do not understand German, google translate does a fairly good job translating between major western languages like German and English, and here's what it makes of the first paragraph:
Berlin, December 19, 2017 - The German Games Industry Association (BIU) awards its current awards to the highest-selling computer and video games in Germany. "Call of Duty: WWII" launches into a successful pre-Christmas business: The action-packed title of World War II has sold more than half a million copies on PlayStation 4 since its release in early November and is being awarded the BIU Special Award. In addition, "Call of Duty: WWII" receives the BIU Sales Award in gold for 100,000 copies sold on the Xbox One. Three novelties from October last month also hit the hurdle of 200,000 games sold on a platform and are awarded the BIU Sales Award in Platinum: The Egypt Adventure "Assassin's Creed Origins" and the racing simulation "Gran Turismo Sport" on the PlayStation 4 as well as the hopping adventure "Super Mario Odyssey" on the Nintendo Switch. In addition, five new releases this fall for over 100,000 games sold on a platform receive the BIU Sales Award in Gold: On the PlayStation 4, the Formula 1 simulation "F1 2017" in the "The Lord of the Rings / The Hobbit" universe settled action adventure "Middle-earth: shadow of war", the racing game "Need for Speed: Payback" and the star warrior shooter "Star Wars: Battlefront II" as well as on the Nintendo Switch the multiplayer fun "Splatoon 2".
Nothing here suggests that it's in november alone. Couple that with the common sense that Splatoon undoubtedly did not sell more than Fifa 18 in Germany in november, and I think it's pretty safe to say that these awards are for lifetime sales (which is also what fits with previous BIU awards).
