That's because VGC has it set up in a way that compares the latest numbers so far to the last year's end result.
So that 12.6 million for 2017 is being put up against the 17.6 million for 2016, rather than the 9-10ish million the PS4 had at the Oct. 21st period of last year.
Once we get to mid-November is when we will see 2017 go up YoY.

It's compared to the full year of 2016. I'm pretty sure it will be up when the year is over.
