It would end up costing them game sales they profit on, so its not a good deal for them.

Eherm, yeah it would be a cool feature if it works well, but I really can't imagine Nintendo letting it on the eshop...
If this works smoothly its a game changing feature. The problem is that it wont, even streaming Steam to Steam over STEAM LINK is a "Steaming" (pun intended) Pile of crap. no way a 3rd party app will do it better.
I don't see why this can't be smooth enough. Plenty of people play games on their Wii U tablets at the ugly 480p video quality, streaming PC games to the Switch would be pretty cool. I'd love to play Dolphin on my Switch.
they will lock it down to steam only streaming, probably via big picture and the Nvidia Geforce experience app. Tbey would never allow open streaming of an emulator to the switch.

Not a problem. You can add games to steam as executables. *Do you predict that they'd limit this to Nvidia GPU's?
