Oil price is up and Russia will have a break from burdening sanctions imposed by previous administartion.

It would make sense because it is an effective way to let the enemy shit in their pants and give up rather quickly. It surely breaks their moral. 

But that's just in general, no clue who was responsible for that in reality.
