General Mattis just made General Dynamics (He used to be on the board of directors) $70,000,000 - $100,000,000 overnight with Tomahawk missiles launches, which didn't even destroy the whole base.

Oil price is up and Russia will have a break from burdening sanctions imposed by previous administartion.

It would make sense because it is an effective way to let the enemy shit in their pants and give up rather quickly. It surely breaks their moral. 

But that's just in general, no clue who was responsible for that in reality.
