What? Did everyone forget that the ps4/x1 launched with APU CPUs when there were desktop AMD CPUs available? Why do people think that all of a sudden, the Scorpio is going to be any different? Firstly, I doubt it will even be zen based and even if it is, it will be a weak sauce CPU. It will not be a Ryzen 7 1700 packed into it or anything close to that. Better than ps4/x1? Of course but nothing to be zomged about.
The way that both MS and Sony probably chooses console parts is that, they have a fixed budget on how much a console will cost say $400. So within that budget, they need to pack in as many things as possible. You can't sell framerate so their focus goes on GPU and not really CPU. So what they most likely do is that they think "Hmm, what CPU can we put it in so that it can at least achieve 30fps in most games and what GPU can we put in so that the games look great?" So I wouldn't get my hopes up very much on the CPU department.
As for the console itself, all that Scorpio will do imo is that in its best case scenario, it will have ps4 level graphical quality, just bumped up to 4k and it will have ps4 pro 1080p visual enhancements done at 1440p + checkerboard. The fps will be around the same as the Pro but maybe a bit more depending on the CPU and yea. Now that is nothing to scoff at but Sony certainly doesn't need to be worried imo.
