You mean cheap japanese cartoon or anime, seriously a lot of animes begin like this: super awesome art, lots of details, light effects etc. then when they keep advancing is like they wasted all the money on the first episodes (or if they last too much), in the ending a lot of episodes have the most oversimplified, basic designs and animation effects. When i watched Knight of Zodiac or Saint Seiya, it was made in traditional animation had a lot of details, the desings were impressive, then came the Hades Saga or so i think made in digital several years after the original run, then the fans noticed the softer less angular desings, less details, obscure colors not only because of ambientation but as if they wanted to obscure and skip details.
Megaman NT Warrior for example started as a b-daman, bayblade, Yu-Gi-Oh!, Pokemon kind of anime attached to a videogame, toy, cards etc. while deviating from the game story, had some great animations and amazing backgrounds in the first two seasons, with some poorly animated episodes and sequences here and there, then came the third season Rockman Exe Stream which never aired outside of Japan, and it was pretty obvious the quality of episodes were mixed, some had really great animations and others were awful, when they aired the rest of thing they had planed to go with the Megaman Battle Network 6 game as Rockman Exe Beast and Beast plus, the animation was beyond awful and hyper simplified.
Ash looks like garbage, but aside from the simplistic super cheap look i think it's more like an stylistic choice i don't know which audience they are targeting but surely they aren't the fans of the first seasons or from the X,Y season.
I mean look for Crayon Shin Chan i think it's done like that on purpose and it isn't copying "cheap western cartoons".

They did the impossible, they made him EVEN younger! And now they expect us to sit tight for another 2/3 years just so we can see him get his ass whooped in made-up hawaii after this year's champion-tease? Yeah no thanks.
But yeah I haven't watched the anime since after johto, they can use powerpoint slides for the anime for all I care.
