A game must come with HDR for it to be able to use it. This setting cannot just be enabled or faked.
The 4K upgrade in most games will actually be upgrading the resolution to QHD/1440p then the systems special upscaler to increse the resolution to 4K/UHD. This will be differnet then upscaling 1080p to 4K using the TV's upscalers since the base resolution is higher and the PS4 upscaler will be more advanced. A TV will always upscale all signals to it's native resolution using it's own internal scaler.
