I agree with Lawlight. First, neither Sony or Microsoft dictates many rules for developers. Making the game is already very demanding and expensive. Microsoft will do the same as Sony does: asking for 1080p, and all the other specifications will be up to each dev to decide. They will just make the console upscale to 4K and sell as a 4K machine.
Don't believe a word MS says that Scorpio can handle "true 4K gaming". Some simpler games will be native 4K, just like some very few PS4 Pro will, but the vast majority will not. 6 teraflops is a reality for PCs right now and they can't handle 4K for games with stable framerate.
Also, the more "premium" Microsoft tries to get, more trouble for everybody. The distance between X1 and Scorpio will be too high. PS4 Pro has the right specs for the right price, just bundle with Uncharted or Bloodborne and it's done. Meanwhile, Microsoft is still working their strategy.
I believe I understand what Microsoft is trying to do: they will not launch another Xbox after Scorpio. They will have Xbox One S with very low settings to make userbase, and Scorpio will be "the one". I mean... This generation is aging already, how many more years until PS5 comes and fights Scorpio? I don't see Microsoft having the time to plan an huge leap between Scorpio and Xbox Two or wtv.
So, to summarize my opinion: while they will sell some millions of units, Scorpio fails in each scenario and will be too niche. It is healthier to focus on Xbox One S.
