OT: dont fall for posts like this. If you want to get it why PC gaming is special get ready to pay 1000$ or more, otherwise go with a console. To be fair, PCs does have its own exclusives so exclusives are dependent on the taste of the user...
Also to be fair, you don't actually need $1000 either... While I don't agree with toot's build cause he is really squeezing it and omiting some things, the GPU that the ps4 pro has is a downclocked 480 which DF used to test their benchmarks of the Pro. So an actual 480 would perform similar to the ps4 Pro with the exception of some unoptimized games. I would say a $600-$650 usd PC should be able take on a ps4 pro. But certainly not a $400 one.
And both have advantages/disadvantages.

SOme of my all time favorite games are PC exclusives, I just wanted to point out that there are simply some AAA franchises that do not make it over (lets be honest, a whole lot of them) to PC. And yes, I also agree that you do not need a 1000$ PC to beat a PS4P. But IMO if you really want to get the best out of PC gaming, a more expensive rig is a must. Simply talking out of my own experience. Untill I had a stable job, I had to find thge cheapest solutions for PC-s. After having some cash to throw around, the experience was an eye opener for me. Just my 2 cents.
