They haven't been declining from what a shortage is or new console, (I think the ps3 went to like 5,000-1,000 and same with the 3DS), and again I need sites to actually say sold out and reports from stores listing sold out (I still seen much evidence to say that has not happened yet), but hey now it might be happening "we just sold out", and also I guess this week we will have huge decline if that is true. Poor Tales scarficed for this shortage.

Shortages started this past weekend at some places. Retailers predicted stock problems for PS4 by the end of August because they expected to clean out inventory by these dates. We're at the end of August, so their predictions and fears were correct.
We have some evidences again, about how shortages started. For example, this forum beloved Comg, just check their twitter:

For the ones who don't know japanese, on Sunday 21st, they reported that PS4 shipment was close to be sold out, they had left 1-2 systems per store (since they have 14 stores, that means 28 units at best).
Yodobashi Camera, one of the biggest chains of Japan, still has stock on most of their stores. PS4 is sold out in Yodobashi Shinjuku, Yodobashi Nagoya, and Yodobashi Sapporo, low stock in Yodobashi Niigata. The other 18 stores still have units left.

Still, other retailers as GamesMaya reported on Thursday 18th, that Tales of Berseria moved PS4 hardware and actually sales increased.

In other words, Stock problems started to become a problem this weekend at some places, as WSJ reported. But probably, overall sales for PS4 will be higher this week than the one before, if it's true that Berseria was moving hardware.
Real stock problem week should be the one on we are now. But at the same time, since Monday the new PS4 Slim version became "official announced" by WSJ, that means that even without stock problems, people should refrain to buy PS4 anyway because the new model is coming. The ones who will buy PS4 the following days are just uninformed people.
To summarize:
- Tales of Berseria moved PS4 hardware
- Some stores had lack of stock the same weekend
- Shortages are spreading all over Japan as we speak, still, PS4 demand should slow down after "the announcement"
