The only issue with the quote is your interpretation. The second quote never says "you need 4k TV to see any benefit", rather Phil Spencer said "Scorpio is designed as a 4K console, and if you don’t have a 4K TV, the benefit we’ve designed for, you’re not going to see."

I hope you understand that you will never be able to see 4k graphic on a 1080P tv, sure you might get slightly better graphic and performance from Scorpio on a 1080P TV but it won't be 4K graphic what the console was designed to output.
 

The first is just leaving some flexibility for the developers, while the second is merely an attempt to keep selling xbox1's in the interim.

I'm sure when he pushed to announce the Scorpio this early people had mixed feelings about it given how it could affect sales of the xbox1/slim, so he's steering people in that direction. I've little doubt they'll stop saying that nonsense once the scorpio is out.

The same way you could play Xbox 360 games on 720p TV and CRT TV.

It's getting clear that 4K for Xbox Scorpio is the same as 1080p for Xbox One. It will be possible in some games, but it won't be the standard.
