That would 100% be the case,
But for the sake of honesty its because Microsoft is putting all their games on PC. So the idea of Scorpio is that you can now play your favourite xbox games in 4k... well you can do that already, right now and not 18 months from now. That's mainly the point people are making.

I don't think so. The poing of some people here is than Microsoft won't be capable of doing a console that can do native 4k, that if they can that don't matter because 4k doesn't matter, and if 4k matters then right now is already possible, and there's no reason to buy a Scorpio. The point is Microsoft is doing wrong, and doing wrong, and if they're not doing wrong for one reason, they're doing wrong for another.
We don't know exactly when, nor exactly the definitive specs, nor at what price. Maybe Scorpio would be a very affordable way to play in 4k, more affordable than a PC with the same performance. The thing is Neo (a future machine that we also don't know when, what specs, and at what price, and that is about the same concept than Scorpio) received much less criticism here.
That is maybe only because there's much more fans of one system here (that can explain also the doom & gloom with NX) but also can be that what MS hinted at E3 is already a very attractive product, and the console wars machine is working again. The same with the NX, fear of one or both (Ninty and MS) coming back to heavily competing is powerful.
I think that if MS would have hinted some more conservative, or more Neoish like, there would have been less hate.
