It is not the worst it is just one of the least loved by fans atleast from after the nintendo FF games. I didn't liked the game very much especially after FFX that I consider a great game I prefer the South Asian inspired FFX above the Vagrant's story world in FFXII, the sphere grid was a new way of leveling up your characters in FFX while FFXII went back to the level to 100 way with licenses.

Considering most FF games are considered great, then this really isn't a bad thing (the least great game. ). It is a great game, it might not fit the FF aesthetic as much as others but the gameplay, graphics and the voice acting are amazing.
