Ok you're right I jumped the gun, I should have put an "if true" before my statement

Our TV's have upscaling. What benefit would this have? Don't all 4K TV's upscale?
Then again new HDMI, and Blu-Ray 4K in the slim model would be enough for me.

Nobody wants to admit it but Kotaku and everybody at Gawker are desperate for attention.

I'm hoping that that's all this is, if it isn't actually PS5 they are talking about. If it's just an improved model, Slim or not, that would be just like the PS2+. It just added support for a few video formats, as well as upgraded the DVD player to a progressive scan one.

The Last Brazilian version of PS2, have Netflix, but this is not the same thing, because only Launched nearly with PS4'S Launch.

It wouldn't be a bad thing. What would happen is games would be more like pc games. For example Rise of Tomb Raider would run at 1080p/30fps on the ps4 but the same game would run at 1080p/60fps on the ps4.5. In other words a games quality would depend upon the hardware you are using. But nothing is stopping ps4 owners from enjoying that same game. PS4.5 just get boosted graphics and performance.
Its quite possible that they will do this. It kind of makes sense.

A minor benefit is to avoid switching resolutions which causes new handshakes with tv and amplifier. It adds a few seconds on ps3, black screen, flash, new resolution. Depending on where the scaler sits in the chain it could improve visuals a bit and render the UI in 4K. That's less likely to happen though, but you never know. They've reserved a lot of memory for the OS which could be used to display the UI in 4k, and maybe a 4K web browser.

Many, many people have explained that it would not work like this unless developered put substantial amounts of work reprogramming their engines and games to allow them to do so. This time, money and effort would be for a 0% gain in sales.
It is the same reason that only one game on the New 3DS actually takes advantage of the New 3DS's hardware properly. That game is also developed and published by Nintendo themselves, and is not backwards compatible with older 3DSs. Even though the new 3DS has improved hardware specifications, other non-optimized games do not run at higher frame rates, or have better graphical fidelity. That's because developers would have to program their games to accomodate for these extra hardware specifications and it is not worth the effort.
So please, go ahead and explain why developers would treat the PS4.5 differently than the new 3DS.
