That's 1000% more likely.
A slim version with HDMI 2.0 port and upscaler to output all content in 4K. Just like the 360 upscaled everything to 1080p last gen. These 4K upscalers have been in blu-ray players for a couple years now, easy to add. Someone simply misunderstood what they were overhearing. Rendering console games in 4K is a long way off.

Our TV's have upscaling. What benefit would this have? Don't all 4K TV's upscale?

Then again new HDMI, and Blu-Ray 4K in the slim model would be enough for me.

A minor benefit is to avoid switching resolutions which causes new handshakes with tv and amplifier. It adds a few seconds on ps3, black screen, flash, new resolution. Depending on where the scaler sits in the chain it could improve visuals a bit and render the UI in 4K. That's less likely to happen though, but you never know. They've reserved a lot of memory for the OS which could be used to display the UI in 4k, and maybe a 4K web browser.
