It wouldn't be a bad thing. What would happen is games would be more like pc games. For example Rise of Tomb Raider would run at 1080p/30fps on the ps4 but the same game would run at 1080p/60fps on the ps4.5. In other words a games quality would depend upon the hardware you are using. But nothing is stopping ps4 owners from enjoying that same game. PS4.5 just get boosted graphics and performance.
Its quite possible that they will do this. It kind of makes sense.
