I think they share some regular attacks. But combos, grabs, finisher, counter-attack... are really different. Pikachu Libre has like 3 different grabs, while Pikachu... I think it only has one that I noticed. Pikachu Libre has also Double Team, and I don't think that Pikachu can do that. I have to try them more though, but they felt really different to me.

I'm on the fence for it. I would like to buy it, but not sure if I'd even have the time to invest in it.

Haha you are right we fought in a smash tourney back when I first joined the site, it was really fun sorry if my pac-man still gives you nightmares
