SE didn't give exact figures and I suspect Capcom is giving shipped numbers. I'm not sure what you don't understand.
If VGChartz updates its figures to reflect what Capcom says (which would be the opposite of shipped numbers), I will gladly update the thread.

The Shippment numbers are of March 31 The Shipped Digital isn't so big, maybe isn't even 10 Thousands, they Expected 2 Millions and shipped 1.4 Millions this means that they don't overshiped it at launch they Shipped based on Demand, in 3 Weeks i'm sure that Those Shipped Numbers are already Sold-out.
And Regarding the Deals, Wasn't good for Square Enix to Delay a game for other plataforms when the versions of the PS4, and PC, could have launched in the same day as the Xbox One.
Did Konami was bashed when they made Metal Gear Solid 4 Exclusive for PS3 ?, Street Fighter will sell well during all the Life-time of the game (5-6 Years), and because of the Bad Launch is hard to say if Street Fighter V was a bad deal, it need to sell 3+ Millions until the end of the year to be a good Deal, it can still sell 3 Millions until December 31 or even more. Also you need to take in consideration that the Xbox One have less ground for games than the Xbox 360, A Lot of genres that are dominant on PS4 the Xbox One sell 3-4 sometimes even 5x less than the PS4's Version, Xbox One's version of Metal Gear Solid V sold nearly the same as the PS3's version, some games like Far Cry also sold much more on PS4, so is Easier to make a good deal with the PS4, than with Xbox One, Tomb Raider would sell A lot on PS4, is much risker when you take a game away from their Fanbase than when you don't launch a game for a Plataform where the Fanbase for Street Fighter isn't so big.
And Street Fighter V is a Multiplataform Tittle.
Sony will still make the Street Fighter Events for Capcom, and they will still have Free Marketing from Sony, throught all Street Fighter 5's Lifetime.
