I think I'd definitely give Earthbound and SSBB a 10 :3 a lot are pretty close up there for me. I might even give Super Mario Bros. 3 a 10. I loved that game a lot^^;

A 10/10 score means that the game is pretty much flawless or if there is a flaw it is so minute that it's not worth taking away 0.1 of the score. Or maybe the games does have some flaws, but what it's done is so unique, done so well, why deprive it of a 10. OR a perfect game is just suited for a particular person. Who cares whats wrong with the game if you just love it so much.
So yes, I would give a 10/10 to games. The games which receive this score from me are:
