We're judging this by spin-off titles now?

No, Far Cry Primal just simply isn't an interesting concept and it's not a mainline release like the others mentioned already so no harm done provided Ubisoft doesn't keep devaluing the series with constant releases like this ...
The franchise isn't annual and Primal is a spin-off. So, I'd say no.
Also, franchise fatigue is usually measured by how it does commercially, not critically.

I just realized. Ubisoft are slowly over the years trying to tell you the very definition of insanity, only you actually pay to eventually learn it over a number of years. They've adopted the same idea for all of their games in which they copy the same formula for each game and tweak it slightly but keep repeating the process over and over while making people think things have changed. Of course it also comes to no surprises that they said at one point that they wouldn't make an IP unless they could turn it into a profitable franchise (aka milking an ip for tons of cash till it's dead).

Mankind, in its arrogance and self-delusion, must believe they are the mirrors to God in both their image and their power. If something shatters that mirror, then it must be totally destroyed.
this is happening to a lot of franchises really, most are becoming same ol same ol and fatigue is setting in for multiple franchises

I actually think the far cry guys do a pretty good job. They've had some awesome sideline releases, I remember there was one with like lazers and 80's oh it's called Blood Dragon. That game looked hot.

Blood Dragon was awesome. Shorter than mainline games but with more emphasis on gameplay and less on cinematics. That, to me, is the perfect spin-off, where people who want more of a particular kind of gameplay get that but without a story that infringes on the theme of the main titles. I'd be perfectly fine with a schedule that gave us one spinoff for every mainline release.

You also described both Assassin's Creed and Watch Dogs, which is why Ubisoft decided to take a break from the former.
