which build do you think looks better?

The Cutscene at 30 seconds in looks better in the 2016 build, most of the rest looks better on the gamescom footage.

I never understand these shitty quality youtube vids comparing graphics. Honestly what can you get from this video other than the different lighting used?

The graphics are very much the same. Only the tone has been adjusted.

I watch this video and all I can think is "You know what was a great game? Psi-Ops: The Mindgate Conspiracy."

This is Infamous SS again. The TOD/weather of one cutscene changed in development and people wanted to scream downgrade even though it didn't exist. Here it looks like the light sources have changed, likely a weather or TOD change as well. That makes it pretty much impossible to do a fair comparison.
