Choppiness is visually unpleasant, smoothness is visually pleasant. Framerate is visual.

Choppiness means that it's not "fluid" for a better word when our eyes are near continous integrators however framerates don't speak about graphics/visuals ...

High frame rate is more pleasing to the eye than low frame rate, hence it’s a component of how pleasant the visual experience is.

High framerate is more pleasing in terms of gameplay when we get more information over time but the amount of information that you get per frame (graphics/visuals) doesn't change ... 

Hence framerate and visuals being seperate ...

Choppiness is unpleasant to look at, fluidity is pleasant to look at. Video games are not a static visual medium, how they look in motion matters, and framerate is critical to this.
