I don't know if the DLC packs that are in the game are also in all the other versions but whatever case it is some skins make up only for let's say 5$; the real point in the higher price might be in the controls since they should have gamepad functionalities so that they can use it as a crafting table or whatever they think is more useful...

Then you would think they would sell those things seperately so that their big news isn't a mark up on a game thats been sold at 20 on half a dozen other platforms

well probably Microsoft is skeptical about Minecraft making back the money spent to make the Wii U edition on Wii U, still I agree it should be 19.99 as it is everywhere else

Companies can publish games on competing consoles. Just so rarely done because would hurt themselves. In this case Minecraft is so big Microsoft stands to gain far far more than it could lose having it on every platform imaginable.
