Might be because the game is....HUGE AND OPEN WORLD :O

That must be a mistranslation right? They probably meant to maximize the bluray disc or something. The game will never fit on one disc alone so, just like the original game will be in several discs but some greedy bastard in Squeenix thought "Why not just sell those discs separately"? LOL.

Anyway a more accurate translation is still needed. JUMP FESTA 2016 is just around the corner and they just added FF7R on it so let's wait if something new will be announced.
