You would need a follow up statement from the dev asking what they meant by "technically" in order to confirm that though. There are plenty of posts now confirming what "technically" actually means, and no English use of the word actually relates to technology.

It's not technically possible, if they don't have the resources or know how to create a further SKU for launch. It could be something as rudimentary as they don't currently have a Wii U dev kit, but would consider buying an NX dev kit in the future if their game is successful on it's initial platforms.

Even a Wii could run that.
