It will depend on how well Nintendo advertises it outside of Japan. If they are smart, which at times is questionable, it get a moderate advertisement push that will draw not only the hardcore fans already aware of it but causal fans that would like to see it and get over 1.5 million easy.

If they are dumb and for whatever reason don't push it or even go as far as to try to bury it with a digital only release or something like that, then they get what they deserve.

basically you take 1M from the start because of the Pokémon brand and you add 200k sales for every playable character (more or less depending on the popularity...) :]

now seriously imho 2M is a given since it'll be the only Wii U Pokémon game (don't you dare talk me about Rumble) and the concept is one of the most requested to GameFreak only beeing after the MMORPG and the game with all regions but still sales depend on the number of playable characters, if it's 25+ (I don't see it having that many but who knows...) it can EASILY sell 3M+ ...

It won't arrive to 1 million. 850.000 and I'm being optimistic

I'd like to hear your reasoning.

I mostly feel pessimistic about this one because, while it is pokemon, it is not quite something I feel fans would want. It's a weird mix of pokemon with a traditional fighting type game that I don't think the pokemon crowd nor the fighting side will enjoy. It's in a awkward middle ground. And it's on the Wii U, which is not doing so great itself, and it's releasing near the end of the Wii U's life cycle, which I feel will end up with rather poor sales.
