Splatoon can be #1 on the Wii U... but that's about it. PS4 should have bigger sellers than Splatoon. I at least expect two 2 million sellers on it (FF and DQ) and a few million sellers (KH3, some japanese games I dont know about).
Bet with bluedawgs: I say Switch will outsell PS4 in 2018, he says PS4 will outsell Switch. He's now permabanned, but the bet will remain in my sig.

The PS3 only had two million sellers, mind you. I believe they were FFXIII and MGSIV (may have been RE5 though).
I don't think we should expect any console FF to sell 2m ever again, and DQ certainly won't considering it's on the 3DS. I also don't think Kingdom Hearts will be as popular in Japan as it used to be, but we'll see.
It'll be behind Monster Hunter, Pokemon, Dragon Quest, Youkai Watch, Animal Crossing and Final Fantasy.
Not to mention that you assume a Splatoon on the 3DS would even work well. I don't think it would..

Against Pokemon, Animal Crossing, and Monster Hunter, I doubt it.
If and when it ever releases on handhelds, either 3DS or NX, then we'll really see how popular it has become.
As of now, we should see whether it can become one of the most if not THE most popular console IP in Japan.
It's on track to becoming the best selling Wii U title over there. So now we've gotta look at what the PS4 is offering. And the one, biggest, contender that Splatoon is going to have it's toughest battle against will be Final Fantasy XV.

Like I said, playing the hypothetical game is not the best way to look at this. Handheld games are not console games. FPS do not perform as well on handhelds nor do they feel the same. Its the reason why call of duty or killzone (or any other AAA fps) does not sell well on handheld.
In fact, I struggle to come up with a good fps on handheld. Mario kart on the other hand has proven to sell well on handheld. So while splatoon may do better than mario kart 8, as a franchise, I hesitate to call it top 5 fastest selling. There are just too many other options
