There are ways to avoid region-locking in the homebrew scene but they can potentially cost you $60-100 (7.500- 12.4399 YEN) (although there is a free custom firmware as well, but I am unsure about the specifics with that.) You are probably better off just importing an EU 3DS.
Don't do it. Wait for NX next year.

Really depends what kind of games you want to play. There are a lot of Japanese games that are not localized so you would be able to play those

I think we both mis interpreted.
Region lock won't go away for 3DS and Wii U (I think that's what you were referring to, sorry about that)
But yes, future consoles will most likely not have it.

Even if it's only for future consoles, it has to go away. Region lock is very unnecessary and annoying.
