Rockstar Games isn't a developer, its a label under which many developers operate like Rockstar North and Rockstar Leeds.

Rockstar North is their main studio, so I think you're talking about them.

I also think Rockstar Leeds deserves a mention, they have made fantastic games like GTA: VCS and GTA: CW which are really fun and underrated, though I think CD Projekt Red just inches past them due to The Witcher 3, which was mind-blowing.
